4th reference to our discussion yesterday about the preparation of new scheme for an onergency administration for hong kong, to be introduced into the Jalony fron posts outside China, I enclose & copy of the note of the meeting with representatives of the Foreign Office and far office on the 23rd July at which Jhungking telegram NC. W/L114 of the 20th July was considered. We shoul now be grateful if ... would work out & provisional scheme on the lines indicated in paragraph 11 of that note.

I understand that you have now traced in your file the original Colonial Office memoranduma, which was propered last Augus, and which was sent to LcKenzio in a letter of the 14th August under flying soal to Taylor.
